As all of you are aware, The Government of India has accorded a high priority to the higher education sector and a ten fold increase has been provided in the budgetary outlays for the higher education during the XIth Plan as compared to Xth Plan. As a part of new institution building, a Central University is all set to commence its functioning in the vibrant state of Rajasthan from the academic year 2009-10.
H. E. Hon’ble President of India in her capacity as the Visitor of the Central University of Rajasthan has appointed me as the first Vice Chancellor of Rajasthan Central University. It is my pride and endeavors to initiate the functioning of the new Central University of Rajasthan towards building the world class platform for the knowledge dissemination.
As all of you are aware, in the 21st Century synonymously known as the knowledge era and with the globalization, the higher education has become more internationalized and therefore engrosses intensive networking and collaborations amongst the stake holders comprising of the peer institutions, scholars, students, industries and Government.
As a person of eminence in academics, I request you to participate in the building of the Rajasthan Central University. At the first place, I would like to solicit your esteemed views regarding the following:
- New Academic Programmes you would envisage in the Rajasthan Central University from academic year 2009-10 (With minimal infrastructure requirements, easy relocation etc.).
- The Roadmap of the University for the Next Ten years.

Great to know about your efforts and wanting suggestions from people to start a dedicated , socially relevant central university in jaipur.
Women education in the state is lagging behind so more focus on them and programs like science, herbal medicine, agriculture in dry lands, crafts and fashion, design studies and marketing of crafts, where they can enroll for studies.
Science education and research also need a boost in our state. Media and communication studies, Sports medicine and Tourism are some subjects which can be incorporated at the undergraduate level. Research in these fields can thus be initiated also in the future.
Rajasthan students lag behind in the speaking of English language so that needs attention. perhaps spoken and writing classes in English can be incorporated at the undergraduate level itself. marks for tutorials can also be made mandatory or credit system can be introduced.
We hope to contribute in our little way by making our central university a success.

I read your views, this is the golden apportunity for Rajasthan state as well as all over our country to oppen the central university at pink city of India ,Jaipur. This is realy a need for Rajasthan in Jaipur of such type university from the central govt. of India.I hope, through this university’s acadmic programmes, the area should be developed of the country. This Central University of Rajasthan will start the advance new basic as well as technological programmes in the comming future for comman man’s expectations, like advance basic science courses as Physics, Chemistry, Biology, Maths, Computer sciences ,etc and technological programmes as Nanoscience, Nanobioscience , etc,and other technologies. As I know that, from last 8years Prof. (Dr.) Manikrao M. Salunkhe, the Vice-Chancellor of Central University of Rajasthan have excellent experience of the expectations of comman man through the higher education programmes.
Apart from school education, various initiatives have also been taken to enhance the status of higher education. Currently Rajasthan has 12 Universities, 4 Deemed Universities, 117 Government Colleges, 751 Private Colleges & 9 Self Financing Colleges. However, less contribution of advanced research in these institutions are found for comman man’s needs.
The central univeristy of Rajasthan will be useful for uplifting the advanced higher studies in Rajasthan for whole country which will be equal to developed countaries in the world.
H’ble Vice Chancellor Sir,
Two suggestions to begin with:
1. A core group comprising selected teachers in various realms from Humanities to life science may be formed and given relevant tasks for example curricular reforms and/or ideas for induction of newer courses. Such faculty members may be taken through open selection but care must be taken to explore the talented ones working in both Government and private colleges across Rajasthan and it should not be limited to University staff. These core group members may also form the ‘educational council’ (Shakshenic Parishad) as envisaged.
2. Being an active researcher in the area of ‘Stem Cell Biology’, I am keen on suggesting that, we must have a separate department dedicated to this subject of great future potential whereby we may train young graduates and postgraduates and drive them towards scientific research. I am sure you are already aware that, science students are hardly opting for a career in research.
Sir, you’ll appreciate that, Oxford and Cambridge are situated on the outskirts of England, quite akin to many of our prosperous villages but every inch of these institutions is being utilized for the purpose of imparting quality education and research and perhaps that’s the reason we know them as centers of excellence at a global level. Why can’t we have a single Oxford or Cambridge or a world class institution in a huge country like India when England (which is less than the size of Rajasthan) can have them for more than a century and still going great guns? Preparing a road map for the next ten years and then implementing the proposed/gathered ideas in a phased manner will help a great deal in bringing things to the level of excellence when we can talk about centres of advance learning and when we have resource centres catering to the needs of our students in this largest and famous desert state of India. To this end, selected academicians who have remained active in academia and are well exposed to the higher education system in India or abroad may be given this important task. The need to redefine excellence is paramount in the present scenario of competition among the best.
Sir, I am currently working on two papaers to be presented in a NAAC-sponsored conference entitled (tentatively):
A. “Issues Galore: Any takers? Primary Education for all or Higher Education for all: Are we really uplifting this sector or down lifting?”

Re-crafting UG education is long pending due mainly to the carefree attitude of people who are given the important tasks like curricular reforms and devising newer curricula. Burning examples include the long pending implementation of ‘model curriculum’ in various subjects (especially science) which was developed in 2001 by the UGC with in-puts from subject experts.
Sir, your convocation addresses are not available here as you have mentioned. It would have been great to go through such important documents.

One of the facts mentioned in this book is that the credit system of education leads to a far superior form of eduction relevant to modern needfs as compared to fixed curriculums. The book explains how this may be implmented in any university, especially new ones. Unfortunately it is still uncommon in Rajasthan. I hope that this new central university shall incorporate that right from its inception.
Some years ago, I had submitted a document to the Chief Minister Shir Ashok Gehlot (during his previous tenure) stressing the need for new universities in Rajasthan. He responded positively for the need for the same and initiated steps to launch new universities in the private or private-public arena. However the limited private resources have not yet yielded the best possible results. The present Central University can go a long way in meeting the need under your innovative leaderhip.
I will be delighted if it became practically feasible for me to contribute towards the development of this new university in any way. It would be an honor.

May I take the liberty to put forth here some potential issues lurking in the higher education sector for your kind perusal and attention. These issues have been dealt in much detail in one of my papers entitled “Issues galore in higher education and no takers: Are we really uplifting this sector?” which I am currently writing.

“Despite on a high priority with a ten fold budgetary rise in the XIth plan, the higher education sector is struggling to have a certain shape, relevant curricula, newer academic programmes and vocational courses beneficial not only for the students but the entire country as a whole in the globalizing India. Quality management in institutions of higher education has many facets and each should be addressed separately. Direct involvement and active participation of students in quality assurance from life to social sciences and humanities education at regional level by way of project formulation and data collection need to be ascertained. When we can put forth the concept of Panchayati Raj Institutions to strengthen the political arena, why can’t we follow a similar model for higher education? Research methodology must be taught at graduation standard. Monitoring and evaluation of the individuals and institutions form an important part of any strategies in this direction. Fortunately, the NAAC has provided us with a direction and each of the seven criteria must be met and debated at length. We are yet to develop centers of excellence, world class resource centers and above all competitive platforms for knowledge dissemination. There is a great need to derive the benefits of an internationalized higher education in this knowledge era of 21st century. Intensive networking and collaborations amongst the stakeholders namely institutions, scholars, industries and Government are need of the hour but, we have to devise realistic ways to do this and it will come up with only concrete planning. We need to organize brainstorming and panel discussions focused on key issues and arrive at consensus. Following this, we will be in a position to formulate any future strategy and induct healthy practices, create enabling policy framework, develop the ways and means of continuous improvement. Views thus gathered must be looked at carefully by experts and converted into doable options. The most important issue which must be tackled at this crucial juncture by the Government is to decide whether we want to impart school education (or merely literacy?) to all or higher education to all? Higher education should be available to those who deserve and not to everyone who wishes to go in for it just because he/she has nothing else to do after schooling. There should be entrance examination for courses leading to a University degree as we have it for professional courses like medical & engineering. Linking higher education with mere procurement of degrees has really damaged this sector in our country. There’s no other country in the world where such practice exist. Pin-pointing various issues in higher education are paramount; the objective should not only be to name centers of excellence but to nurture them with audacity. To this end, many of the older institutions particularly those situated in remote areas have huge unexploited potential as qualified faculty and other resources in the form of land and constructed spaces where we are only running the traditional courses and giving out many thousand of degrees every year and thereby increasing the load of unemployment to many folds. Oxford and Cambridge are situated on the outskirts of England, quite akin to many of our prosperous villages but every inch of these institutions is being utilized for the purpose of imparting quality education and research and perhaps that’s the reason we know them as centers of excellence for ages at a global level. On the contrary, our youth brigade is becoming directionless and frustrated for want of quality education resulting in distaste and gross resentment towards our policy makers and politicians. It’s high time that we the custodians of higher education come together to mend the lack of planning and systematize the functioning of our institutions of higher learning. We can not simply run away by saying that, ‘we are imparting education and to guarantee employment doesn’t come under the purview of our objectives’.”
Sir, the above views are largely based on the various aspects with a perspective on college education and the scenario in Universities may be different or even better but you’ll appreciate that, revamping in this important area is still needed whether its college or university.

I am quite confident that, under your benign supervision the upcoming central university will continue to develop as a world class institution of higher learning.

“A near total lack of administrative skills and absence of well designed provisions of skill improvement programmes has led our institutions of higher learning to thrive in a directionless manner for years together. It’s a pity that, colleges and Universities are being run more or less ‘effortlessly’ by ‘not so’ incompetent heads with the help of ministerial staff and no accountability whatsoever. This has led to further deterioration in an already poor academic atmosphere. It’s high time that selection of HODs is made via open selection considering only academically active individuals with proven records AND NOT JUST BY SENIORITY because anybody who is working (not necessarily contributing to academia in a desired manner) will surely attain seniority as time passes. This practice has greatly affected the working of colleges and Universities and in fact has given a death blow to serious academic activities. The HODs thus selected may be given a three to five year term with targets. This will help us develop ‘centers of excellence’ in a phased manner or else the current trend will surely wipe out the residual excellence from higher education system. The present administrators have only become perfect in completing the paper formalities after utilizing the budget in some weird manner with the sole aim to support the red-tape. Appointment of heads of institutions and heads of teaching departments must be done through either a centralized agency or a state level body like the public service commission or a selection committee comprising academicians from across the country. Seniority attained by age can not just be the criteria to appoint an individual as Principal of a college or dean of a faculty or head of any department thereof. When we have stringent procedure for recruitment and training of civil servants to run the country, why can’t we have academicians with leadership qualities and shining academic records to run the institutions of higher education or train the existing ones to bring them to a desired level? Creation of a designation of ‘group leader’- a concept which is highly successful in leading universities of the world, in our academic departments would help a great deal in tackling the current crisis and anarchy. They should be given free hand and modern facilities to teach effectively, revise the existing curriculum and also devise newer curricula. Every institution must have a core group who should be given the task of disseminating knowledge regarding formulating novel strategies and implementing & internalizing best practices in higher education sector. Emphasis should be on sustaining an inductive approach to quality management by way of involving the local faculty at an institution through lectures delivered to the staff and students and other pedagogic practices. This practice will surely help in building competency among the faculty and an atmosphere of higher learning would be created. Emphasis must be on innovations in higher education and individuals working on this aspect must be identified at local level and given specified tasks with additional incentives. Institutions with skilled faculty and involvement in active research should be developed as resource centers. This will definitely help improve the Research, Consultancy and Extension. Funding and expenditure rights in connection with research projects should be given directly to the candidate to avoid red tape and unnecessary involvement of ministerial staff and accounts people. Purchase of equipments and other learning resources in Government institutions must be through a centralized system and not the currently employed obsolete method of inviting tenders etc. which has ample space for widespread financial crimes. Such fundamental changes can help stop corruption at various levels which is quite rampant in the present times. NAAC grading has brought an altogether new air of freshness amongst centre of advanced learning. There is also a need to evaluate the pre-NAAC and post-NAAC scenario. We all are aware that, a certain political will is badly needed to do all this. Preparing a road map for the next ten years and then implementing the proposed ideas in a phased manner will help a great deal in bringing things to the level of excellence. Selected academicians who have been exposed to the higher education system in India and abroad may be given this important task of developing further innovative approaches in order to streamline the higher education set up in our country. The second option is focused on quality management while the first one is solely based on quantity generation. Why can’t we have a single Oxford or Cambridge or a world class institution in a huge country like India when England- which is less than the size of Rajasthan can have them for more than a century and still going great guns?”

We have often been lamenting about the sorry state of affairs of some of our colleges and universities. Well my query is that is there a course which will train the principals and head of departments and give them a roadmap for future course of action?
Dont our College and UNIVERSITY MANAGERS NEED TRAINING REGULARLY to effectively run these institutions? Recently it was reported that college teachers of a reputed college in Jaipur have not been paid for months, the reason being that not enough students are enrolled.
My question is who is responsible for fewer enrollments in higher education? What should the principal do in such a situation other than lay offs ?
Central university is a haven for trained personnel and its expected that they will encourage in service training of manpower regularly to stem the rot.
ALSO SEEING THE VAST AREA OF OUR STATE IT IS IMPORTANT THAT WE HAVE MANY CENTERS OF EXCELLENCE INSTEAD OF JUST ONE.

Instead of having traditional subject departments (like Zoology and Botany) in the realm of life sciences, the upcoming Central University may have the science departments broadly named as follows (pl see 1-7 below): The idea is to attract well trained and enthusiastic individuals with zeal to work in various potential specialties who could develop them further and deliver at the end of the day. A thoroughly professional atmosphere with a certain healthy work culture will thus be created. I am quite sure that by doing this we may even be able to get back both our young and seasoned scientists serving in foreign countries. There’s a chance for all of us here in Rajasthan to virtually show what’s called ‘reverse brain drain’.
I am only mentioning names of centers with a perspective on life & biomedical science {excluding plant science} since my major teaching & research specialties are Zoology and Experimental Hepatology with emphasis on the ‘Stem Cell Biology of the Liver’. The following encompasses current areas of study and research with great future potential and ample opportunities for collaboration with various departments in the leading Universities in India and other parts of the world. This shall be looked at not only from the point of view of revising the existing PG curriculum in life science but also from the stand point of ‘re-crafting the UG syllabi’ (as rightly pointed out by Respected Prof. (Dr.) Goverdhan Mehta in his message posted here). There’s huge funding available by the Departments of Science & Technology and UGC to develop such specialized ‘centers for excellence’ and later we may even have foreign funding. The aim should be to impart the latest knowledge in these areas and motivate our young minds to conduct advanced research and publish in peer-reviewed scientific journals with good impact factor as well as in journals like NATURE. I hope I am not being ‘overtly’ enthusiastic but, Sir, we need to have such ‘creative and productive spaces’ if we have to see our students excel and compete with other developed nations of the world and more importantly channelize the energy of our youth in something constructive and beneficial for the country’s development as a whole.
We may have the following centers (just to name a few) in the SCHOOL OF LIFE AND BIOMEDICAL SCIENCES. The department will be expected to deliver important results following fundamental researches done in various areas of biomedical research to later collaborate with our country’s medical specialist and pharmaceutical companies for translating the same into drugs and molecules. Amelioration of diseases MUST be the objective of research conducted by the biomedical scientists of a University. It’s high time that we put an abrupt stoppage to directionless and theoretical research just for publishing. The scientist should be directly concerned with the health of our people. OUR RESEARCH MUST HAVE VISIBLE AND EASILY IMPLEMENTABLE RESULTS. To this end, every center should chalk out relevant thrust areas to conduct research and clearly spell them at the entrance for people to see. Transparency and accountability in whatever funding we get, what we actually do and deliver must be the key goal for such centers. It is only after such meticulous planning that, these centers may go on to become ‘advance centers for research’ and ‘resource and training centers’ in the long run. In addition to the above, each of these centers must have an HOD and ‘group leaders’ in specialized research areas to lead the academic & research activities. We must have everything on a website, from profiles of faculty to research activities and results. Continuous monitoring and evaluation of these centers must also be done at regular intervals by national & international committees. Such scaffolding is sure to bear fruits.

It is a matter of great pleasure and pride for people of Rajasthan to have a man of eminence like your status as the head of the fist central university of the state. Your blog reminds me of the great visionary and scientist Prof APJ Kalam who gathered the public opinion and views of his own people before making a vision document of fast -emerging India for 20 years .Very scientific, methodical and highly appreciable approach of yours has given us(academicians) a ray of hope amidst the terrible downfall of higher education in Rajasthan state.
Sir , the biggest short-coming of higher education in the state is , lake of quality ,both in research as well subject areas on the part of all stakeholders .Colleges of the state are merely producing enormous numbers of incompetent degree holders, talented faculty like me and many more, selected through Rajasthan Public Service Commission on merit –1 place , is wasting its potential in small colleges of remote areas with very poor infra -structure ,almost nil research facilities, and growing number of student absence in classes It leads us nowhere since students are more interested in job-oriented/professional courses, not in basic subjects, hence,increasing vacant seats in .In totality ,the whole environment of higher education is dull and degraded . New versity with its powerful vision shall certainly aim to clear clouds of disappointment and play pivotal role in creating a strong knowledge society which is the greatest need of the present times .
We have almost no higher centers of learning in following subject areas and I dream of having these innovative and new centers in the brand new central university of the state :
1 .Wild life/Forests and Biodiversity conservation center(presently there is not even a single course being run anywhere in the state ,either at UG /PG level .Hence, B Sc/ M Sc in wildlife /biodiversity/Forest conservation to conserve the fauna and flora of the state. It shall be having a database center ,MBA in Forest Management and diploma programs of Ecotourism also
2. Institute of Foreign Languages with UG /PG Courses.(Presently ,the one at Rajasthan University provides diplomas and certificate course only)
3. Rajasthan is quite rich in mineral (and stones) resources along with semi precious and precious stones, there is the great potential of having higher studies in “Geology and mining”, which is being taught at ML Sukhadia University , Udaipur at U G level
4. Higher studies in Forensic Sciences (unfortunately ,no course in the state is being run either at UG or PG level)
5. PG Courses in Bio-informatics / Nano-technology/ Photonics /Green chemistry/Biotechnology /Industrial Microbiology / Clinical Research in Biochemistry /Genetics /Fisheries/Para-psychology. Presently ,we don’t have a well established biotechnology laboratory. The one at Rajasthan University for Microbiology and biotechnology are in bad shape with only 2 faculty members each.
6. Research centers in Astronomy,plasma research & Physics / Space science /stem cell research / Atomic energy / Genetics /Animal tissue culture/Remote sensing
7. Institute of Hotel management which shall provide various degrees /diplomas related to hotel industry
8. College of Pharmaceutical Sciences
9. Institute of Communications along with Animation technology
10. Institute of Information technology having PG course on medical software ,Web-Commerce ,web designing ,embedded systems etc
11. Institute of fashion and Jewelry designing
12. Institute/Courses of printing & publishing technology
13. Institute of Public health
14. Department of Geopolitics , Cultural studies and International relations separately each.
15. Sports Institute
16. Innovation center acting as interface between students and leading industries and corporate houses in handling live projects ,arranging campus interviews etc
This is in addition to basic sciences ,Humanities , and other routine faculties found generally at the universities.
Innovative methods of rain-water harvesting, waste disposal ,solar plants ,no plastic and no smoking zones, International Guest house ,data center/Instrumentation center are other necessary features to be incorporated
Sir, A vision of these courses is to impart education par excellence in a setting that will be unrivalled and boost the career of students with zest and passion.Road map of the university for another ten years is also a brilliant idea. I wish that the new University will emerge as a model of truly world class University in times to come and we ,academicians of Rajasthan will proudly quote it as our Nalanda .

Dear Vice Chancellor Salunkhe
In order to come up to international standards the following need to be incorporated
1. A two semester system with an additional summer semester for continuing education courses
2. A Credit system to permit interdepartmental studies
3. A four year undergraduate degree programs in all disciplines rather than three year programs
Since postgraduate programs require a lesser infrastructure the university could begin with these and add undergraduate programs when it has its own land and buildings. I can assist in launching a postgraduate program in my area of specialization- energy studies – for the academic session 2009-2010.
The university would require around five hundred acres of land, keeping in mind future needs. It will be best if it is located near the capital Jaipur. However a few programs can be begun in temporary premises until the infrastructure comes up.
Step by Step design steps for planning the university once the land becomes available is given in my book –fundamentals of Excellence in Universities – for which a link was posted in my earlier comment. It has possibly escaped moderation.

The suggestions that are pouring in the blog will make your task easy as the road map of the central university will be clear and helpful in chalking out future programs.
Where will be the location of this university? The present govt should be compelled to give you land for the same asap.
Even after one year the IIT of Rajasthan has not been allotted land and it had to be run from the Kanpur IIT CAMPUS last year. So if it takes time then maybe you should hire some suitable place and start the functioning soon.
Some suggestions—-a center for Restoration Ecology is a the need of the hour. Polluted and degraded ecosystems need to be restored and trained manpower is needed for this onerous task. The university can play a role in establishing such a center.
Social work / HUMAN ecology courses are required as many ngos and international aid agencies are working in various areas of the state. a pool of talented manpower is also required for the same.

The situation vis-a-vis higher education is not so lamentable and we all need to put our heads together to improve the situation in the state. Knowledge is something which we cant quantify and we cant stop researchers to stop publication of research which we consider “useless or irrelevant”. How can we judge what is useless and usefull as its a very subjective matter. Like they say “one mans crap is another’s treasure”
In the govt colleges and universities, newer courses have to be framed and industry needs have to be looked into and our board of studies and academic council can play a role in that. JUST one central university will not bring about the required change, maybe it will show us a direction to improve and act as a catalyst for the better.
As a teacher my concern is to not let my students down but to let them flower to their full potential in our halls of higher learning.

The state government has constituted a committee to look for land for the central university. The committee may need some time to arrive at a decision. Eventually, where the land is located may also be based on political considerations and it appears difficult to avoid these in the present circumstances unless the central university makes it own purchase of land. Similar considerations may delay the location of the university, as has been the case with IIT Rajasthan that currently functions from a temporary location in another IIT.
However, as a first step the university needs to locate atleast a temporary office and possibly you would need to hire your own residence here in Jaipur as well. From newspaper reports we had read that you were here in Jaipur earlier for the purpose. Please could you let us know the progress in this direction?

For the year 2008, this project is fully supported by the “Tomberg Family Philanthropies”
Asha is involved with providing funding for the setting up of 5 education centers specifically aimed at providing basic education to girls who drop out of formal education in the area due to child marriage. Literacy rates among girls in this area is between 3% and 5%. The buildings required for the setting up of the centers will be provided by the village community. The funds from Asha will be used for the running of these 5 centers, in the form of buying books, tables, educational devices, and pay for the teachers. Emphasis will paid on increasing awareness among the parents as well as the children of the importance of education, thereby hoping to bring about a reduction in the cases of child marriages.
The targeted beneficiaries are girls in the age group of 9 to 14 years. The goal is to prepare these drop out girls to get back into the formal education system.
Pratham, a non-profit organization in India is helping out with providing training to the teachers picked from the community.

Central University: In my opinion, Central University should be established at a place where any person can reach easily either from Bus from Delhi or from airport to the University within no time. Scientists from all over the world would visit the university from time to time so this is very essential thing to keep in mind while searching its location. Jaipur is most convenient place for this University.
Suggestion:
Rajasthan University:
The Rajasthan University has a very good centrally located Campus, equipped with well established PG Departments. It has four affiliated UG colleges as its constituent colleges in Jaipur.
The Rajasthan University can be converted in to non campus body (New status) and the four constituent colleges should be raised from UG to PG Colleges.
Central University:
The State Government can provide the present Rajasthan University campus on rent to the Central University. The money can be utilized to develop four undergraduate colleges in to Post graduate colleges (New Status).
PG Departments:
All PG departments of Rajasthan University can be merged in to Central University. The Government can get the rent for providing the campus to the central University.
Teachers:
Teachers of Rajasthan University may be asked to join either central university if they full fill educational qualifications or they may continue in the constituent PG colleges (New status).
Non Teaching staff:
Most of the staff can be shifted in to the respective PG colleges (new status) and those fulfil qualification can join Central University.
Approach:
This approach would help in maintaining the status of Rajasthan University as such with few amendments and developments in the constituent colleges while up gradation from UG status to PG status, while the Campus may be hired by the Central University to start the first session from July 2009. This way both the university would run parallel for some time if it is required.

Rajasthan, the biggest state of india has a prestigious,NAAC A+ graded university,namely the university of Rajasthan.Jaipur is not only the capital of Rajasthan but also have central location with good road,air and rail connectivity with the other parts of country.
In my opinion,Rajasthan University should converted into central university because:
-it is centrally located in jaipur city with huge well equipped solid stone constracted heritage buildings.
-it has 32 p.g. departments,6 constituent colleges and 6 research centres.
-it placed at 13th position by DST govt. of India on the basis of research in science faculty.
-incase,it will be converted into central university,then,there is less need to spent money on infrastructure development so that the save money may be spent on high tech labs,class rooms and on opening of new departments and research centres like policy science,space science,forensic science,bio informatics,genetics and moleculer biology,remote sensing,management,bio physics etc.
-if the central university established at a new place in new campus then it will not be possible to function with a well equipped campus before 5 years from today.and the 5 years time is more valuable in the modern era of globlisation.

I am well aware that the matter of establishing/setting up central universities vests with the govt of India.my opinion was based on experiences and observations of newly established centres of higher learning in recent years.in my view,govt should first strangthen the position of existing centres/universities which are performing well and then set up new centres/universities if needed.

Conversion of State into Central University:
Thanks for raising your strong voice to convert Rajasthan University in to Central University. There are other state universities which are converted in to Central Universities for example Sagar University, Allahabad University. The campus of Rajasthan University is centrally located and beautifully constructed which is additional attraction. It will be beneficial for both.
Government Attitude towards Rajasthan University:
On one hand, financial problems of Rajasthan University can be solved, as the State government has blocked a major portion. The growth of this university many times arrested due to the shortage of funds. Government policy is not clear on the issue of the progress of Rajasthan University; However, It is the remarkable administration of the present Vice chancellor who is sailing the ship smartly with his dynamic approach along with UGC funds. Although private universities are flourished well like mushrooms in the city and they are getting all facilities and support from the Government and more attraction.
Advantage to Central University:
On the other hand, the Central University will get the infrastructure ready to start the University in the coming session. It will get a number of publications, research and other UGC funds and renowned teaching staff, fit for higher studies like supervising M.Phil. and Ph.D. students. The teacher of Rajasthan University is adapted to work right from morning to evening every day. They work round the clock at home and in the university (writing, reading, preparing lecture for UG and PG class, paper setting, checking answer sheets at home and attending seminars, meetings, supervising research students, counseling, and admission in tDr Manjula he University in day time. Central University will feel proud to have trained teachers to start with and the Professors get award for their working hard in the past and funds to do research with high tech laboratories.
I request Professor Salunkhe, the VC of Central University to take the decisions on counting the advantages of merging Rajasthan University in to Central University.

It is a rather exciting to see “Vision, Mission, Goals, Objectives and Quality Statement for the Central University of Rajasthan” in this blog. The establishment of a new university with such vision is certainly timely and appropriate for the present and future of India, because I think now is the time for India to prepare a new horizon for the future. As a person who loves India, I would like to add some comments on the exciting Vision, Mission and Goals.
After the decades of developments, India have achived remarkable progress. If we compare the progress to the airplane, it looks like to fly one meter high on the runway. One meter high…: is it realy flying? It may touch down the ground back or fly high up to the sky depending on the way to drive the plane. The situation of one meter high can be the starting point of the Central University of Rajasthan. The vision, mission, and goals have to be related to the lifting the plane of India up high. Further, it should help the plane to fly high and fast. In order for that, the University have to have new starategy different from those of the already existing ordinary universities in India and around the world as well.
The vision, mission and goals of the Central University of Rajasthan should be the one for next generation to come as well as supporting current status of India. I think the Central University of Rajasthan is aming top educational and research university. However, the status of TOP can not be reached in short period of time. In stead, the level of TOP can only be attainble only if an organization has the special DNA which is essential for the survival of fittest and drive the evolution of the organization to the forward direction effectively.
The term, “Culture”, can be the special DNA of the University of Rajasthan, which is located in the center of Indian. One of the strong point of India compared to the rest of the world is the “Cultural Diversity”. The diversity is key word in Nature and an important part of evolution with forward direction. For several thousand years, India have developed variety of diversity in culture, and still those tradition is maintained throughout the country. The term, culture, can cover the broad range of meanings: from art to sceince, human science to social science, and natural science to technological engineering. In every meaning of the culture, the diversity will give the University the special DNA, which will drive the University up high.
There would be many concepts and approaches to impliment the culture to the esteblishment of the University. Before the setting up the master plane, it would be better to have enough time defining the concept of culture. As a practical target, for example, the newly established university should aim to build up the cultural fusion center: first, combining and connecting the culture inside India as a central university and, second, providing a hub for cultural communication into India and out to the world as well. Another example of the cultural implimentation to the University is the design of the campus and their architectures in a way to show up the cultural leadership. We acknowledge the Big Ben as a symbol of the Democray of England, and Statu of Liberty in New York harber as a simbal of American liberty. In the same way, the Central University of Rajastan may construct a simbal of the Cultural Center in India as well as wouldwide. It would be good if the design of the campus and architecture to be open to archtects not only in India but world wide through the competition. The renowned architects will eagerly participate in the design competition.
After all, I would like to add the concept of Cuture, especially Cultural Diverisity to the Vision, Mission and Goals of the Central University of Rajasthan. And, I hope there will be a great success in esteblishing the University.

Your views on culture are interesting specially vis a vis establishing a central university in Rajasthan.
As you are aware of the extreme desert climates in this area and its the environment which makes us so unique in our outlook and manner. The state has myriad problems and most of them pertaining to water or lack of it. Any education system which addresses these will be welcome.
Rainwater harvesting technologies need to be developed, harnessing wind energy, alkaline soil agriculture, developing fisheries in brackish water,
treating industry effluents and other toxic wastes, dryland agriculture, Food processing technologies for rural areas, etc are some areas we need to focus on in this state of India.
Therefore a central university which works towards eliminating these environment related problems would be in tune with the cultural ethos of the state.
Ideas from other universities are welcome and whoever brings about a synthesis of various schools of thought has a rightful place here. I am reminded of TAGORE’S world class SHANTINIKETAN in West Bengal which in uniquely Indian and yet has many elements from OTHER CULTURES as well. The Jaipur Blue pottery is testimony to that synthesis of cultures.That is a model we would like to see here too.
Rather than flying a plane in the sky we need effective GROUNDED leaders to drive on sandy and desert soils, where water is at a premium and often people die or fight for a bucket of clean sweet water!!

The new university should take a proactive interventionist approach for improving the educational status of women. This can be can achieved through extension services and mutidiscplinary collaborations and programmes.

In the First phase of teaching and supporting staff -There is a necessarily requirement of Technical Staff officer / OSD (Technical matters ) for the purpose of initial set up of Electronic, Information & communication Tech/Networking equipment for efficient digital working of University. It will also help in define the latest & optimum specification of infrastructure as well as Training, management & maintenance of the System.

Sir,humanities and social sciences are the basic roots of education streams thats why they are teaching from centuries back.Besides this,these streams teaches in most of the reputed institotions of science,technology and management all over the world.it is very clear that none of the streams of education cannot survive without social sciences and humanities.so, the university should start first the basic cources.

I have one request you to regarding the Department of Economics, In north Indian states particularly in Rajasthan, Haryana,Uttarpradesh,Bihar and also even in Madhya Pradesh (locatd in centraly) there is no any single department or school they are running the quality of course’s like Delhi School of Economics, IGIDR-Mumbai,ISEC-Banglore,Gokhle Institute-Pune and even Madras School of Economics. In this direction my humble request you to no doubt under your leadership there can be run this kind of course’s in the central university of rajasthan and it can be a big hub of economics learning in this part of country. My request you to please put a school of economics in the place of departmrnt of economics and that can run the course’s and programme’s like M.A.,M.Phil. and Ph.D.,M.B.A,and P.G.in Actuarial Economics etc. at national and international level standard.

With the opening of the Insurance sector and influx of MNCs/National players thereafter in the sector, there is great employment potential as Insurance professionals in insurance companies, Brokers, Corporate Agents, Surveyor firms, Actuaries, Average Adjusters, TPAs and many more. Indian Insurance professionals are proving their worth across globe, particularly in Gulf and Africa.
The Actuarial course is right step in this direction. This will help student find employment easily. I would suggest to start one more course on Insurance (may be Diploma or degree) to cater the non-actuarial job requirement of Insurance Companies. Placement experience of institution running such Insurance stream is quite encouraging.

Hon’ble Vice-Chancellor Sir,
I feel priviledged as a common man to put my suggestions for establishing a world class university catering to the increasing aspirations of the new age, modern, sound and ethical educational administration system. Being an officer in a responsibel position in one of the Central University in India, I felt a need for sharing my feelings for a better educational administration. In fact a sound educational administration system is the backbone of effective delivery of the education (may be called service) to the students (may be called customers in a educational system). As we expect that the seller should satisfy the buyer in every aspect of the value for money, the student should get the best of the service apart from the good education including the support service like interaction in the academic section, finance section, administration, grievances, etc. As the Central University of Rajasthan is going to start from the grassroot level, the first and formost need is to automate all the activities from the begining. Because it will be very much difficult to switch over from manual system to the automated system at a later date will be very difficult in different ways.
Secondly, the selection of the non-teaching staff including the Officers should be done without any biasness as that will affect quality of deliverables to the faculties, the students and the authorities at apex level. Also the teaching and the non-teaching staff are the two sides of the same coin. One has no existance without the other. Thus, Central University of Rajasthan should be exemplary in setting up a standard of equal opportunity employer to all. Also the quality should be appreciated irrespective of whether the employee is a Group A Officer or a Peon or a Senior Faculty Member or a Non-teaching Staff.
Hope, the above expressions from my little experience in the educational administration will help you like the squirrel helping Bhagwan Ram in building the bridge.

It is a great idea to invite people in formulating policies for an university. This could be the greatest example of public participation in the nation building.
The courses I would like to suggest are:-
1. English speaking
2. Vocational courses – based on traditional art/ folk culture of Rajasthan.
3 Hospitality related – as no. of tourists coming to Rajasthan is highest in India, the students will get ready employment, thus generating a positive image of the institute.
I think these are the courses which can be started with immediate effect and with minimum infrastructure facility.

Its great pleasure to see blog from you regarding central University in Rajasthan.You are loadstar for me from the first time I saw you. Right now I am just a PhD student doing research in Medicinal chemistry, under the guidance of Prof Ji Wang Chern at National Taiwan University, Taiwan.
As I am basicaly from pharmacy background I want to give suggestions regarding it. Eventhough we have many good research laboratories & institutes in pharmacy Viz. CDRL, NIPER, Bombay college of Pharmacy, UICT Mumbai, MS Baroda College of Pharmacy, Jadhavpur University Pharmacy Department, DIPSAR etc. these are very less when compared with pharmacy graduates.
Sir when I see the infrastructure and facilities available for us (students) at National Taiwan University, Taiwan I feel that why its not possible in India?

Great News that Rajasthan has got a Central University that works under your leadership. I have to say that the Media and culture course must be more based on practical skills of course with theory inputs as per university norms.
I have visited several universities as guest lecturer and found that only theoretical inputs are being offered to the students. They are offered Masters degrees in media studies, but they are much week practically. CU Rajasthan should do something different so that the students do not run to our institute even after having degrees from the universities,
Kindly look into this personally. I have no idea about your syllabus.
