I am really thankful for the overwhelming response to my blog. I received several emails, calls giving valuable suggestions regarding the “Strategic Roadmap of Central University of Rajasthan”. I am in a process of preparing a consolidated write-up in the form of “Concept Paper”. The paper will be posted on the blog for more suggestions.
Meanwhile, I have drafted the Vision, Mission, Goals, Objectives and Quality Statement for the Central University of Rajasthan. I once again request all the stakeholders to go through the same and post their views.

Vision Statement:
“Central University of Rajasthan aspires to be the India’s most energetic and responsive university, offering unparalleled educational opportunities for learner community especially to the lower social economic strata of the society seeking the highest quality undergraduate, graduate, and continuing personal or professional enrichment in higher education and selected professions that will lead to formation of scholarly community serving the nation by advancing, sharing and applying knowledge, and by facilitating the development of thoughtful, creative, adaptable, contributing and humane citizens.”
Mission Statement:
“The mission of the Central University of Rajasthan leveraging its location in the state’s largest and most vibrant city is to contribute to the educational, cultural, economic, and social advancement of India by providing excellent undergraduate general education and first-rate programs leading to bachelors, masters, professional, and doctorate degrees; to offer a particular commitment in addressing the cultural, economic, educational, environmental, health, and social needs of the region and the nation at large.”
Goals:
- To facilitate accessible and affordable quality education that leverages the students with scholarly and professional skills, moral principles, and global perspective.
- To augment both faculty and student research addressing basic and regional problems.
- To Integrate a national and international perspective into our fundamental fourfold missions of teaching, research, extension and consultancy.
- To explore for knowledge and wisdom in order to build a wealth of academic resources indispensable for a sustainable development to accomplish the status of a leading research-intensive university; and to engage in transferring of knowledge and technology to community in order to strengthen and elevate the community potential, and to increase the competitiveness of India at the global level.

- Encouraging considerate and accountable faculty and learnersparticipation in local, state, national and international affairs.
- Recognizing a special obligation to educate the students coming from minorities and lower socio-economic strata of the society.
- Undertaking research and consultancy on the challenges the region is facing and to contribute to its expertise with the community.

Thanks very much for inviting views regarding the ‘Vision, Mission, Goals, Objectives and Quality Statement for the Central University of Rajasthan’.
It gives a pleasant feeling to see the stakeholders (largely teachers & researchers) responding seriously to your important calls though it’s a bit surprising for me (to others as well, I suppose! And we are ought to find out reasons for this significant absence) not to witness students commenting and reflecting. Your vision reminds me of people like (Late) Dr. Radhakrishnan and H’ble APJ Kalam (as rightly pointed out by Dr. Seema Kulshreshtha in her comments posted here). The various statements put forth by you at this platform seem to have emanated from an enlightened spirit and a visionary academician and I would be most happy while extending my assistance as n when desired with whatever little knowledge & experience I have gathered over a period of past 15 years in India & abroad. I would like to reiterate that, the best way to begin with this Herculean task would be to identify individuals who are academically sound, progressive, accountable and whom you think can ‘really’ contribute variously, effectively, honestly and with dedication in the making of this University. We need people not only to teach, conduct quality research and publish but to cater to an overall development of students and the institution as a whole. We must have individuals with excellent communication and networking skills who are keen on developing and sustaining a healthy ‘work culture’ and ‘atmosphere’ which is characteristic of a University of this stature as laid down in your vision & mission statements and goals & objectives here. There is no doubt about the fact that, Indian brain is the best whenever we talk or think of ‘leaving no stone unturned and hard work’. We have shown this n number of times in many spheres from Science to Cinema and Fine Arts to Religion and still doing. We have Hargobind Khurana, CV Raman, Rabindranath Tagore, Ramanujan, APJ Kalam and many others to follow as role models. Sir, your vision will surely reach fruition following the formation of a core group [which you had referred to as Academic Council’ (‘Shekshanik parishad’) in one of your interviews published in Rajasthan Patrika dated March 10, 2009] comprising the ‘right people’ believing to ‘deliver’ and ‘not just administer’. Since, the effort is in its infancy, we’ll have to be careful and work with eyes wide open. I am sure we are all aware that, toddlers need much more care than grown up kids or adults. The specific growth & nutritional requirements must be taken into consideration in addition to other potential aspects related to physical, psychological, spiritual and emotional health of a growing soul like this institution. We all shall endeavor to make it a popular destination for both students and teachers coming from far n near. This would be a rare opportunity for us to lay a certain foundation which MUST be firm enough since, it’ll have to bear the huge weight of massive academic programmes and research activities of sorts in the near future. Linkages with industry and other stakeholders and designing strategies for direct involvement of students must be looked at carefully. I would like to stress again on ‘revamping and re-crafting’ the UG curriculum along with the PG syllabi (as mentioned by H’ble Prof. Goverdhan Mehta in his last comment). In fact, we may have a group of academics in every single department to look into areas like ‘Curricular reforms’. THE FOCUS SHOULD BE ON ‘IMPLEMENTABLE’ OPTIONS WITH A FOCUS ON CREATIVITY AND PRODUCTIVITY SIDE AND FROM THE STANDPOINT OF OUR COUNTRY’S REQUIREMENTS. Sir, We are going to deal with the youth of this nation- a vast resource of potential ideas and energy. There is a great need to translate this huge reservoir of energy and faith into VISIBLE PROGRESS TO MAKE INDIA AND RAJASTHAN PROUD!

Congratulations Prof Salunkhe for an exhaustive concept paper and the objectives highlighted seem right on track.
One will have to start with realistic budgets and depending on that programs can be introduced this year itself. No point in getting over ambitious in introducing too many courses hurriedly.
In these times of recession how much the public will be able to pay for higher education, banks will have to be roped in for student friendly loans so that deserving students can enroll.
DEPARTMENT OF MILITARY STUDIES can be opened as Rajasthan has great tradition of sending their youth in the armed forces even from the remotest village.
Having a Placement cell in the campus IN FUTURE makes sense.
Community based programs will inculcate social responsibility in students. Nation building is a onerous task and creating socially aware individuals our responsibility.

On searching through the internet I was able to locate the Central Universities Bill -2009 as passed by the Lok Sabha. It is a detailed document and records the objectives of the university as :
“The objects of the University shall be to disseminate and advance knowledge by
providing instructional and research facilities in such branches of learning as it may deem fit;
to make special provisions for integrated courses in humanities, social sciences, science and
technology in its educational programmes; to take appropriate measures for promoting
innovations in teaching-learning process and inter-disciplinary studies and research; to
educate and train manpower for the development of the country; to establish linkages with
industries for the promotion of science and technology; and to pay special attention to the
improvement of the social and economic conditions and welfare of the people, their intellectual,
academic and cultural development.”
It might become necessary to repeat the objective verbatim in any statement by the university in order to comply.
A primary authority of the university is the court and another is the executive council. The Bill says that the constitution of the executive council shall be as in the statutes. The first statutes are given and these may be amended/augumented later as per the given procedure. On searching through the statutes I could not locate the precise constitution of the executive council although the Bill specifies that the VC shall be its chairman and the quorum shall be at least seven members.
Has any executive council for Rajasthan Central University been appointed yet? Looking at the composition of the council in other universities some members are university functionaries, some from outside and there are nominees of the visitor as well. It appears that most executive actions of the university as well as appointments go through this council. It is similar to the Board of Governors and is the principal policy making body.

I am overvehlmed and congratulate you for the simple,yet communicable and inspiring working method regarding planning and formulating Vision, Mission, Goals, Objectives and Quality Statement for the Central University of Rajasthan while being considerate for the feelings of people of Rajasthan and regional problems ,too .
Including the lower social economic strata of the society (Thankfully it is not based on much defamed caste system )in “ vision “ indicates ample opportunities for brilliant and talented students and faculty of rich and poor strata equaly .This is a positively magnetic sign for any organization to attract talents “ Humane education” is another innovative and significant aspect presented in the vision.
‘Mission ‘ ,of the Central University to excell in the cultural, economic, educational, environmental, health, and social needs of the region are more likely to be successful in the city of Jaipur since it is blessed with the matrix of rich cultural heritage , bussinness activities and fast adopting globalizaton leaving enough space for research and extension activities to be explored by the new University for the benefit of the society and in turn , the Nation .

Rajasthan University is a prestigious Univeristy. It can be converted into Central University. The University’s Maharanis college, and Maharaja’s College, Jaipur both have passed a resolution in their council meetings for conversion of this university in to central one. The non teaching staff also demanded the same under the leadership of Mustafa sahib.
The University is continuously progressing in all directions from infrastructure to new academic courses on one hand and acheiveing high positions at International and national level in research.
There may be some problems but they can be solved. Nothing is imposible. If it is converted in to central university, the growth will be much faster than a university in infant stage.
Yes, if one selects positive points leaving all negatives, the same university will flower very soon and provide fruitful results to shine at global level……

Two things to share at this juncture:
1. Although, I am sure that, you must already have included various aspects which collectively contribute to the making of a healthy academic atmosphere and work culture in an institution of higher learning, I would like to reiterate that, positions of ‘Group Leaders’ are a must in order to run a department where both teaching and research are being conducted. In addition, the University may have provisions for ‘Adjunct Professors’ and ‘Visiting Faculty’/ ‘Visiting Fellows’ from India and abroad to strenghthen the scaffold. Regular presentations by the faculty before students and subject experts would help a great deal in further enlightment as well as in creating a competitive platform. Its high time that we in the academia stop insisiting to work like 10-5 employees and become more and more accountable towards the young minds in particular and the society in general.
2. Converting or upgrading an exisiting University into a central University has its own problems and that’s why the EXPERTS/ GOVT. MUST HAVE REFRAINED FROM DOING SO. There shouldn’t be any debate on this. We need to go in a step-wise fashion to first achieve ‘national standards’ in a phased manner and then gradually switch on to ‘international level’. A period of ‘incubation’ can not just be bypassed since such a hurry may inflict other potential damages to the growing ’embryo’.

I would like to mention once again that ‘Creating a mindset and an atmosphere before switiching on to create centres for excellence’ is something which should be looked at. I totally agree with the comments posted by Dr. Ramphal Sharma in this regard. You’ll really need the ‘right kind of academics’, ‘well oriented brains’ and ‘dedicated individuals’ to take this Institution further but at the same time the red-tape should invariably be kept away from the working units of these people or else the whole purpose of such an effort will be lost. The selected faculty must be WELL QUALIFIED, HAVE THE ABILITY FOR INNOVATION, ACCOUNTABLE, HONEST, DEDICATED AND ABOVE ALL APOLITICAL.

Camels are loading diverse unique courses and bringing happiness in the “Thar Desert”. I am sure loaded items include the new courses viz., Limnology, Diversity and systematic botany, Genetics and molecular biology, Environmental Science, Microbiology and Desert Ecology on one hand; Foreign Trade and Annimation on the other hand.

Central University: In my opinion, Central University should be established at a place where any person can reach easily either from Bus from Delhi or from airport to the University within no time. Scientists from all over the world would visit the university from time to time so this is very essential thing to keep in mind while searching its location. Jaipur is most convenient place for this University.
Suggestion:
Rajasthan University:
The Rajasthan University has a very good centrally located Campus, equipped with well established PG Departments. It has four affiliated UG colleges as its constituent colleges in Jaipur.
The Rajasthan University can be converted in to non campus body (New status) and the four constituent colleges should be raised from UG to PG Colleges.
Central University:
The State Government can provide the present Rajasthan University campus on rent to the Central University. The money can be utilized to develop four undergraduate colleges in to Post graduate colleges (New Status).
PG Departments:
All PG departments of Rajasthan University can be merged in to Central University. The Government can get the rent for providing the campus to the central University.
Teachers:
Teachers of Rajasthan University may be asked to join either central university if they full fill educational qualifications or they may continue in the constituent PG colleges (New status).
Non Teaching staff:
Most of the staff can be shifted in to the respective PG colleges (new status) and those fulfil qualification can join Central University.
Approach:
This approach would help in maintaining the status of Rajasthan University as such with few amendments and developments in the constituent colleges while up gradation from UG status to PG status, while the Campus may be hired by the Central University to start the first session from July 2009. This way both the university would run parallel for some time if it is required.

I would like to share with you some points regarding central University.
In Rajasthan, there are a number of universities and colleges where UG and PG courses are run. Nevertheless, higher research institutes are rare.
In my opinion more emphasis should be given to research at higher level in the first step. In the first year, only research students for PhD and M.Phil can be admitted in to various departments. The new subjects like life science, Biotechnology foreign trade, financial management, etc should be introduced.
The post graduate programs can be introduced from the next year. Integrated courses can be avoided as they are already run in various subjects like law, biotechnology, management etc. in a number of colleges in Rajasthan. There is no need to take up such courses in the central university. Moreover, under graduate courses may be overlooked and priorities should be given to either strictly research or research with PG teaching.

It is a rather exciting to see “Vision, Mission, Goals, Objectives and Quality Statement for the Central University of Rajasthan” in this blog. The establishment of a new university with such vision is certainly timely and appropriate for the present and future of India, because I think now is the time for India to prepare a new horizon for the future. As a person who loves India, I would like to add some comments on the exciting Vision, Mission and Goals.
After the decades of developments, India have achived remarkable progress. If we compare the progress to the airplane, it looks like to fly one meter high on the runway. One meter high…: is it realy flying? It may touch down the ground back or fly high up to the sky depending on the way to drive the plane. The situation of one meter high can be the starting point of the Central University of Rajasthan. The vision, mission, and goals have to be related to the lifting the plane of India up high. Further, it should help the plane to fly high and fast. In order for that, the University have to have new starategy different from those of the already existing ordinary universities in India and around the world as well.
The vision, mission and goals of the Central University of Rajasthan should be the one for next generation to come as well as supporting current status of India. I think the Central University of Rajasthan is aming top educational and research university. However, the status of TOP can not be reached in short period of time. In stead, the level of TOP can only be attainble only if an organization has the special DNA which is essential for the survival of fittest and drive the evolution of the organization to the forward direction effectively.
The term, “Culture”, can be the special DNA of the University of Rajasthan, which is located in the center of Indian. One of the strong point of India compared to the rest of the world is the “Cultural Diversity”. The diversity is key word in Nature and an important part of evolution with forward direction. For several thousand years, India have developed variety of diversity in culture, and still those tradition is maintained throughout the country. The term, culture, can cover the broad range of meanings: from art to sceince, human science to social science, and natural science to technological engineering. In every meaning of the culture, the diversity will give the University the special DNA, which will drive the University up high.
There would be many concepts and approaches to impliment the culture to the esteblishment of the University. Before the setting up the master plane, it would be better to have enough time defining the concept of culture. As a practical target, for example, the newly established university should aim to build up the cultural fusion center: first, combining and connecting the culture inside India as a central university and, second, providing a hub for cultural communication into India and out to the world as well. Another example of the cultural implimentation to the University is the design of the campus and their architectures in a way to show up the cultural leadership. We acknowledge the Big Ben as a symbol of the Democray of England, and Statu of Liberty in New York harber as a simbal of American liberty. In the same way, the Central University of Rajastan may construct a simbal of the Cultural Center in India as well as wouldwide. It would be good if the design of the campus and architecture to be open to archtects not only in India but world wide through the competition. The renowned architects will eagerly participate in the design competition.
After all, I would like to add the concept of Cuture, especially Cultural Diverisity to the Vision, Mission and Goals of the Central University of Rajasthan. And, I hope there will be a great success in esteblishing the University.

The new guidelines from UGC are out . Soon all universities in India will have to have semester system and credit based studies within the next 2 to 3 years so you have your task chalked out.
Courses will have to be framed accordingly AND MUCH THOUGHT WILL HAVE TO GO INTO INTRODUCING CREDIT COURSES.
One suggestion is to have a day long seminar or meet the vice chancellor session in JAIPUR so that you can spell out your ideas ABOUT THE NEW UNIVERSITY and how and what study you are planning to implement in the new university. I am sure the stakeholders would like to interact with you in person.

We are pleased to see your visionary approach for the development of the Central University of Rajasthan. Young talents from all over India should be attracted and given chance to excel at CU, Rajasthan. I think this would be the best way of the development of any central university. Merely opening departments, subjects will not fulfil the goal of academic excellence. Further, most of institutions are now rushing towards interdisciplinary economically viable alternatives without strengthing the basic subjects. I hope Central University of Rajasthan will not follow that blind trend. See the examples of BHU, DU, Hyderabad Uni, AMU, they are very successful and leading because they have strong base of basic and fundamental subjects along with advanced and applied subjects.
